Address declaration in Lithuania

Declaring your place of residence is the quiet administrative step that everything else in Lithuania depends on — your residence permit, your personal code, your bank account, your healthcare, your child's school place. It takes minutes when it is done properly, and it blocks everything when it is not.

In Lithuanian it is called gyvenamosios vietos deklaravimas. It registers your address in the national population register and links you, as a person, to a specific home. It is not the same as your lease, and signing a lease does not declare you.

Why it matters more than people expect

The part nobody warns you about

Declaration requires the property owner's consent. If the owner refuses — and some do, out of habit or tax caution — you cannot declare, and the rest of your paperwork stalls. This is why the declaration clause belongs in your lease, agreed before you sign, not requested afterwards.

What you need

  1. Identity document — passport, ID card, or residence permit.
  2. Legal basis for living at the address — your lease agreement, or the owner's written consent.
  3. The owner's cooperation — either their consent form, or their confirmation submitted electronically.
  4. Property details — the address as it appears in the property register, including apartment number.

How it is done

There are three practical routes. Which one applies depends on whether you hold a Lithuanian e-signature and whether the owner is willing to act electronically.

1. Electronically

Through the Centre of Registers' self-service system, using an e-signature (Smart-ID or mobile signature) and a Lithuanian personal code. The owner confirms electronically. This is the fastest route and usually completes within a few working days.

2. At the municipality (seniūnija)

In person at the local eldership office covering your address. You bring your identity document and the lease or owner's consent. The owner may need to attend or provide a notarised consent, depending on the case.

3. Through your agency

Where a managed tenancy is in place, the agency coordinates the declaration with the owner as part of the move-in. This removes the most common failure point, which is not the paperwork but the owner's availability.

Timing

Declare as soon as you have moved in. Lithuanian rules expect declaration promptly after taking up residence, and every downstream process — permit, personal code, bank — sits behind it. If you are arriving on a residence permit application, treat the declaration as an arrival-week task, not a month-two task.

When you move out

Declare your departure, or declare your new address, which supersedes the old one. Leaving yourself declared at an address you no longer occupy creates problems for you, for the next tenant who cannot declare there cleanly, and for the owner. It is a two-minute step that prevents a long argument.
